ECM is the engine control module. This is sometimes also called an ECU, which is still true because ECU (engine control unit) is a larger category of electronic modules which includes other control systems (such as air conditioning, cruise control, airbags, anti-lock braking system). You can say that an ECM is an ECU but an ECU is not necessarily an ECM.
PCM is the powertrain control module. This is made up of the ECM plus the TCM and is a single, more efficient module found in newer vehicles. Older vehicles have an ECM and a TCM.
The ECU is the brain of the fuel injection system and is absolutely necessary. If it is damaged, it may still run and drive depending on the severity of the damage, but if it is completely missing entirely, it absolutely will not run.

Yes, you can. Of course, it depends on the failure. If the internal power supply fails, the fuel injectors won’t be commanded, so no fuel will get to the engine.
It will start without the backup fuse. The backup fuse just keeps the ECU memory alive.
To make the engine run, you need it connected to a fuel supply. You also need electricity for the starter and spark plugs. But because the insides of a running car engine are spinning at hundreds or more RPM, the outside will attempt to do the same in the opposite direction.
It’s in the fuse box on the forward driver’s side portion of the engine bay, next to the battery.
